TL;DR: My gpu is plugged into its PCIe slot properly but is interacting with my PC as though it's still in its box.

C media cmi8738 audio driver. Recently I've tried making the switch from an Nvidia 700 series GPU to an AMD Radeon HD 7950. I keep running into an issue, however, where Windows as well as the AMD Catalyst installer can't recognize the GPU. It's not hidden in the device manager, or disabled. It simply isn't there. Catalyst won't even install ITSELF because of a 'no hardware detected' error. I've built computers before, so I know all of the basic stuff (like making sure it's snugly inside the PCIe port with all the appropriate cords plugged in correctly). What's more, it doesn't output ANYTHING. I've got an HDMI running from the GPU to a monitor, currently, with a smaller monitor hooked into the MOBO's basic port (out of necessity). When hooked in, the GPU powers up properly (fans and lights) but doesn't output sound or video and is completely invisible to my OS.

I've look all over the web for solutions to this issue and either the normal fixes don't work or the forums of discussion miss the point of the issue entirely. I've used DDU to remove all traces of nvidia and the partial AMD software/driver installs. I haven't messed with the Intel one that DOES work (it's the chipset). I can't find just a single driver anywhere I've looked to attempt that, and my ASRock BIOs menu isn't giving me much in the way of verbose assistance. Also, it's worth mentioning, my PCIe port isn't broken. I DID put my old GPU back in to make sure of that.
